Flesher, said he" regretted that the City Council had not been successful in attaining its goal in the Waimakariri hydro-electricity scheme, but he firmly believed it would pay the people of Oiristchurch handsomely to pay for that scheme out of their own pockets. Some people thought he was " a bit mad " when he advocated a South Island Parliament, but he said again, with a full sense of responsibility, that the South Island would never get its fair share of development till they had their own Government of the South Island. They must present a united front.
