DEPUTIES' LIVELY DEBATE. PREMIER SCORES A VICTORY. By Telegraph—Press Association—Copyright (Received 7.5 p.m.) Reutei. PARIS. Nov. 8. A proposal fo interpellate the Government in the Chamber of Deputies on the necessity for publishing its intention with regard to the imposition of a capital levy was postponed by 333 votes to 117. The Premier, M. Herriot, hjad urged the postponement of the question as one of confidence. The proposal arose in connection with an uproarious debate on the high cost of living.
M. Herriot said th© first essential was to balance the Budget. It was impossible, he said, to eradicate in a few weeks the effects of four years of bad government.
