To provide for the method of connecting consumers with the Board's supply and for the inspection and ? ' testing of consumers' premises, , 3. To provide for the charges to be made for electricity, the persons to be liable for the payment thereof,, and for the testing of the Board's meters. 4. To provide for the recovery of the cost and making good any injury to the Board's plant from any person s causing the same. 5.
