RESUMPTION OF RELATIONS.
INVESTIGATING COMMITTEE. Times. PARIS, Oct. 10. The Advisory Committee, which M. Herriot, Premier of France, recently appointed to investigate the question of the resumption of relations with Russia, is understood to have decided in favour of according de jure recognition before any negotiations in regard to debts are begun.
