It asserts, more over, that Admiral : Shearer's criticisms while they were over-emphasised, . were nevertheless, probably 50 "per cent, true The report asks Congress to provide ap propriations of : 30,000,000 dollars to re store the fleet' to a parity with Britain's ' With the exception of admitted de ficiencies. the navy is in good shape, th report adds. . The morale and personnel \ high. . The indicated three-power rati, does not take into consideration the nava bases, nor the relative strengths of variou merchant vessels, which add materially t. the naval power. ( ; The recent manoeuvres had to be brokei off because the'ships Wyoming, Arkansas Utah and Florida needed repairs. The; are tied up now ..with, their boilers in bat shape, but' there is ho money to do . th< work. America has no adequate operating bases in the Pacific. The Atlantic base: are better, but not nearly all of them art adequate.' v As regards - petroleum reserves there a, deficiency of ,68 per cent, in reserves re quired in the Pacific. The Atlantic reserve deficiencies, are even greater.. i^
