The French and Indo-Chinese representatives conferred the Foreign Office. Their discussions covered general arrangements for future meetings. v M. Merlin, Governor-General of IndoChina, is in Tokio, accompanied by the chairmen of three Indo-Chinese Chambers of Commerce. The belief is that the mission plans to lay the foundation of a new Franco-Japanese economic entente in the Far East. It is stated that Japan desires a revision of the Indo-Chinese tariffs, which have been regarded so far as discriminating against her, because the old treaty with France/was not extended. to Indo-China. Japan also desires opportunities for the investment of ; Japanese capital in Indo-China's natural resources, in which Baron Matsui, Minister for Foreign Affairs, is principally interested. It has been officially ; stated 'in this connection that a political understanding "between France and Japan is not contemplated.
