EXCLUSION OF JAPANESE.
U.S. CONGRESS AFFIRMS.
EFFECTIVE ON JULY 1.

The Japanese exclusion provision in the Immigration Bill will become effective on July 1 this year, under an agreement which has been reached at a conference between the Swiato and the House of Representatives on the measure. Two per cent, of the census of 1890 has been agreed upon as the quota for racial .groups. This was the original provision in the bill. This basis is to continue until July 1, 1927, when the so-called " national origin " method will be employed. Hie- total admittances, however, will be restricted to 150,000 a year from that date. Persons born in independent countries of the Western Hemisphere will be admitted upon presentation of certificates without reference to any quota. Canada is considered an independent country within this provision. Indications are given at the White House that the agreement to malic Japanese exclusion effective on July 1 is unsatisfactory to the President, Mr. Calvin Coolidge.
