MILITARY CONSCRIPTION
EXTENSION TO SAGHALIN. DECISION OF JAPANESE. A. and N.Z. NEW YORK. April 12. The Tokio correspondent of the New York Times states that the Japanese War Department will shortly issue a decree announcing that military conscription in the southern portion of Saghalin will be effective next August. This is in accordance with the new policy to extend compulsory military service to the colonies. It has not hitherto been extended to southern Saghalin, which, although occupied by Japan, belongs to Russia.
