EMIGRATION THE REMEDY.

Mar. 19. ,In the House of Lords, the Bishop of Lichfield, in seeking a statement as to the Government's efforts to reduce unemployment, pointed out that out of 6,000,000 boys and girls who had left school after the war only a quarter had been absorbed in industry. This was laying up a fatal heritage for the future. Lord St. Davids complained that the Government had not offered a single new thought or idea. Dealing with unemployment, he suggested that as a palliative the Government should order ships in partnership with the shipbuilders. If the ships realised a profit the shipbuilders should take three-quarters of it, and if a loss it should be shared equally. Already many ships were laid up, and a great number should .be scrapped. Of all the wartime profit-makers the shipowners were the greatest.

Continuing, he said the real remedy for unemployment was emigration on a large seal©. If Britain assisted in providing works in the Dominions she might lose a little, but it would he cheaper than doles ..'■•/ Lord Parmoor, replying, claimed that the prospect pi a European settlement was better than• , ever. The post-war period was the most unlikely time for any British Government to agree to finance public *works (in the Dominions in order to increase emigration. The Government was willing tot do everything possible to speed up overseas settlement, .which was limited by thft Dominions' power of absorption.
