, A message from the representative of the United Press Association of America states that he learns that the signing of the proposed Chino-Russian treaty bass been delayed indefinitely. He adds that negotiations between the delegates have been broken off.
The Chinese ; Cabinet on Monday declined to ratify the Chino-Russian recognition agreement. The reason for this decision was dissatisfaction with the Note from M. Karakhan, the Russian Soviet representative, fixing March 19 as the time limit for China's signature, and declaring that Russia, after that dale was to be released from her promises. This was deemed to be an affront to China, but it was understood that the Cabinet was prepared to ratify the agreement on March 20.
