Mercantile Marine that it is a serious matter, to bring liquor into American ports, Judge Garvin ordered seven of their number to pay fines and serve short prison terms. \Th« maximum punishment inflicted was a fine of 100 dollars and a
sentence of seven days' imprisonment. Counsel for the defendants pleaded* ignorance on their behalf. The Judge therefore was especially lenient.
His Honor declared: " This is the last
time I will listen to such a plea, and if " word goes forth that the easy sentences in this case reflect a complaisant attitude oh the pwt of the Court, it will be a sorry thing for those brought before me in future." The Judge further warned crews of all foreign vessels, declaring the smuggling of narcotics was a dastardly crime which merited a punishment greater than the law permitted, for these narcotics were the scourge of modern society. They were destroying many lives. Steamship circles were stirred by the seizure' by the United States customs authorities on March 13 of the Royal Mail steamer Orduna for alleged violation of
laws forbidding the importation of narcotics and alcoholic liquors. The Federal District Attorney, Mr. Howard, filed an action against the Orduna, and demanded a bond of 3,000,000 dollars for release of the vessel, which was scheduled to sail for Hamburg two days later. He alleged that since 1920 the Orduna had smuggled
into the United States liquors and narcotics exceeding 100,000 dollars in value. The British Embassy informally protested
to the State Department against the.size of the bond demanded for the Orduna. The protest was referred to the Department of Justice and the Treasury.
