Zaghlul Pasha said the Egyptian Gov. eminent acted entirely within its rights and in a most friendly spirit throughout. Not at any moment was its action influenced by Mr. Carter's nationality. On the contrary, because of his nationality and a sincere desire that nothing should happen to disturb friendly relations between the two countries, Mr. Carter was shown special consideration and sympathy, but. unfortunately, ho did not appreciate the conciliatory attitude.
