FRANCE AND THE RUHR.
A! CHANGE IMPENDING. PERSISTENT PARIS RUMOURS. POINCARE'S NEW POLICY. EQUIVALENT SECURITY. By Telegraph Press Association Copyright. (Received 9.5 p.m.) A. and N.Z. LONDON. Feb. 11. Persistent reports from Paris suggest that M. Poincare is contemplating an entire change of his Ruhr policy. The Daily Telegraph's political observer, commenting, on these reports, says: "No longer, as I know from the highest source, does M. Poincare take tip the attitude that the Ruhr occupation now is the only way of getting Germany to pay. He has turned toward the solution of internal French problems, and his foreign policy tends to be an obstacle to the consolidation of his internal Parliamentary position. Therefore he may modify the Ruhr policy, though he will maintain the principles concerning security for France.
If he gives up the Ruhr it will be only against good equivalent security, and if he is overthrown his successor will pursue the samo policy.
