A statement of the practice that will be followed by the Customs Department in assessing duty on German, Aurtrian and Hungarian goods is published in the Gazette. It is bailed upon a similar notification published last May with various amendments, and will come into force on May 7. The regulations are divided into two parts, the first relating to transactions in English currency. The provision in respect of direct importations from the three countries i" retained without alteration. In case of indirect importations, the present regulations determine a. speoial basis of assessment of goods imported through the United Kingdom, the United States and Australia. The new regulations omit the reference to the United States, so that the, basis of valuation in defined only foi; goods imported from the United Kingdom or Australia. The provision for importations through any other country, which now includes the United States, is simply that the value will be determined by the Minister. Under the present regulations, notice of any changes in the basis of taxation or in the list of goods subject to depreciated currenoy duty is to be not less than three months. The Minister ihas now decided changes in respect of the special duty will be subject to three months' notico when New Zealand industries are concerned and six months' notice, though none will be effective before January 1 next, where they concern industries in Britain or any other British Dominion. Generally, no articles will be removed from the list of Roods subject to depreciated currency duty and the rate now charged will not bo reduced except after at least three months' notice. There are now provisions in respect to transactions not in English currency and ft warning is given that delivery of such goods may be delayed.
