The North has been and is still bearing burdens and disabilities unknown to the South. such as the 'Maori land and undeveloped Crown lands which contribute nothing to the making or upkeep of roads absolutely necessary, and heavy cost of transport whether by land or water, without shouldering more in the form of South Island railway deficits and the cost of "moving stock from Levin to Lyttelton Wharf.
