LONDON, Sept. 2. • General Sir Percy Cox, British High Commissioner in Irak,, reviewing the condition of the kingdom for- the 18 months to March, .1923, says that the period opened with strifo and uncertainty and the partial* breakdown of the Administration instituted during the military occupation. It closed with a. National Government under an Arab constitutional king chosen -by a referendum of the people. King Feisul.' has ~steadily consolidated his.position in the people's confidence. Sir Percy points out that Irak offers immense possibilities for the cultivation of cotton, but progress : will be slow. Flax growing is attracting the attention of cultivators.
