The German Chancellor, Dr. Stresemann, speaking at Stuttgart, said Germany was quite ready and willing to discuss th« Allies' new proposals, but a real solution was possible only through united effort by all nations, and America's intervention. If France's aim was economic and financial, and not political, the guarantees offered on behalf of German railways and industries would be better than taking slices of territory.
