Le Trocquer, French Minister for Public Works, who is directing the nonmilitary part of the Ruhr occupation, reported to the French Cabinet optimistically upon the situation in the Ruhr. He deiv clared that German resistance was lessening, and the railway service -was con- ' " stantly improving.' The Dusseldorf correspondent of the ;V Daily Telegraph says there is some evidence of the weakening of passive resistv . ance on tho part of coalowners at ono or two points. They are paying coal tax, , enabling the coal to enter unoccupied Ger- :/ many. ' The greatest difficulty in the Ruhr in the paucity of bank notes. Numerous C , firms and municipalities are demanding authority from Berlin to print their own £ notes in order to pay workmen's wages. !
