The French Foreign Office learns that Germany is negotiating with London, She promises capitulation if England- asks her, and at the same time requests France to reduce her troops in the Ruhr and change the character! of occupation by allowing German civil administration there. The Foreign Office, however, points out that France will not hold out any inducements to obtain cessation of passive resistance.

In the House of Commons, the Prime Minister, Mr. Stanley Baldwin, stated that Britain is still receiving from the operations of the Recovery Act more than sufficient to meet the cost of the army of occupation on the- Rhine. The draft of the British reply to the German Note has been completed. Cabinet ■is considering the details. .
