The Daily Chronicle's correspondent at pogseldorf says that the Ruhr region is a scene of tragic desolation. The world's busiest centre is almost without trains. There are miles of rusty rails and vast quantities of poods waggons idle. Others are broken into heaps. It is tragic to see thousand 9 of idle loaded waggons, in many cases ten lines deep. The. French Ms week will start seining coal and coke, but official circles are dubious as to the results. The Berlin correspondent of the Daily Express 'earns that the People's Party, the Democrats, the Centra Party, and the Bavarian People's Party propose at lister time to draft a reparation programme and a proposal for a peace guarantee for submission to the Government 41 a basis for negotiations with France.
