NATIVE APPRENTICESHIP. A.' and N.Z. DELHI. March 4. In the Council 61 State, after rather a heated discussion, the non-official members forced through a resolution that the Government appoint one Indian as secretary to every departmental secretariat, with a view to giving them an insight into the larger problems of Imperial administration and policy. Mr. V. S. Sastri moved the original motion, "That these posts go to Indians in the Civil Service." but he eventually accepted an amendment that all Indians be eligible.
