He said that the third Assembly marked an enormous advance on its predecessors. The Council of the League of Nations decided that the eight most important industrial countries entitled to seats on tjio Council of the Industrial Labour Bureau were Germany, England, France, Belgium, India, Canada, Italy, and Japan. India thus won the fight ousting from the Council Switzerland, an actual holder of the seat, and Poland, which was supported by France. The Empire now has three seats out of eight.

APPORTIONMENT OF EXPENSE.

The Council of the League of Nations has abolished the system of apportioning League expenses on the Postal Union system, arid has substituted units based on the amount of each country's wealth, The total of the units is 944, Britain's share being 95. Other figures are : India, 65; Canada, 35; South Africa, 15; and Australia, 26.
