JAPAN'S SURPLUS PEOPLE.
EMIGRATION ENCOURAGED. Australian and N.Z. Cable Association. (Kecd. 5.5 p.m.) NEW YORK. Feb. 25. Advices from Tokio state that Mr. Akamatsu, Chief of the Commercial Bureau, Japan, announces that railway fares to embarkation ports are to be reduced, and special steamship rates offered in an effort to encourage emigration. It is predicted that in the coming year &■ greater exodus from Japan will take place than' heretofore.
