NO CHANGE OF ATTITUDE. SOVIET NOT RECOGNISED. Barter. PARIS, Feb. 17. M. Pomcare declared in the Chamber of Deputies that there was no question of France recoenising the Russian Soviet Government. Tae French attitude was unchanged.
