Mr. R. P- Brandegeo (Republican), who was one n: the bitterest opponents of Mr, Wilson's pe.u-e programme, has announced his intention to demand reservations, stipulating, firstly, that the United States j s not oldiged morally to use force under \rticle 2 ot the Pacific Treaty, secondly, that no international arrangements or adjustments, made through conferences or the signatories be binding without the consent of Congress, and, thirdly, that if anv one of the four signatory Powers violates the treaty the others shall be automatically released from their obligations. Mr. Hiram Johnson is unfavourable to the Naval Treaty. He questions Britain's rich: to fortify Singapore and Japan's right to t'oitit'y her own naval bases while the United States can have no fortifications east of Hawaii.
