MILLIONS HANDLED BY YOUTH Australian and N.Z. Cable Association. (Reed. 7.30 p.m.) NEW YORK, Feb. 13.
Raymond Bischoff, a young stockyard worker, who collected between 4,500,000 and 7,000,000 dollars from ignorant foreigners employed in stockyards for investment, has been arrested. He declared that he had originally been successful in speculations in oil and that his friends and acquaintances flocked to' give him money for investment. He issued personal promissory notes for the money and then ventured huge sums in bogus oil companies. His only visible assets are 100,000 dollars. Bischoff lived in sumptuous circumstances.
