PROPOSALS MADE IN 1919.

MR. LLOYD GEORGE'S EFFORT A. and N.Z. NEW YORK. Jan. 8. The New York Times is printing serially Mr. Rav Stannard Baker's book " America and World Peace," based on secret minutes, and documents of the Paris Conference supplied by Mr. Woodrow Wilson, and written with his consent. Mr. Baker was head of the American press division. He points out that the idea of disarmament brought to Paris by Mr. Wilson was based on the conception of the American Union, each State maintaining only its police force, the Union paranteeing the safety of the 48 States, but it was Mr. Lloyd George who offered a concrete disarmament programme at a secret meeting on January 23, 1919, of the Big Five, his proposal reading that a commission be appointed to coiisist of two representatives of each of tho great Powers, and five representatives from other Powers represented at the Peace Conference, to advise on immediate and drastic reduction of the armed forces, and to prepare, in connection with the League of Nations, for permanent reduction of the burden of military, naval, and aerial forces and armament The author pointa out that this was drastically applied to Germany, but whenever the question arose of applying it in the Allied areas France and then Italy opposed the proposal.
