PEKING, Jan. 7. / Peking newspapers state thai the Prime Minister, Liang Shi Yi, has announced tho restoration of the Vice-Regal system existing under the Monarchy for the purpose of hastening national reunion and disbandment of troops. Two of the strongest members of Dr. San Yat Sen's Government at Canton have been named southern ■viceroys, indicating a secret arrangement designed to undermine Dr. Sun Yat Sen's influence.
