NAVAL SCHEME DRAFTED.
CONSTITUTIONAL RELATIONS.
MR. MASSEY'S SATISFACTION By Telegraph—Press Association—Copyright. (Receired 11.30 p-m.) A. and N.Z. LONDON, July 27. This morning's session of the conference of Prime Ministers was, devoted to naval defence. A scheme has been practically completed. The Prime Ministers are reticent regarding the details, but they are confident that the scheme will prove acceptable to all the, Dominions concerned. This afternoon's session was applied to formulating a scheme of constitutional relations between the Dominions and the Motherland and between the Dominions themselves. Mr. Massey stated that he believed the final arrangements in this regard would be the best that have ever existed in the history of the Empire. The conference is expected to end on Friday.
