SOVIET DISSENSIONS.
LENIN'S NEW LIBERALISM.
OPPOSITION FROM TJtOTZKY. A. and NJZ. LONDON. May 20.
Moscow reports state that a sharp disagreement has arisen between Lenin and Trotzky. The former declared at a Soviet Council meeting that the time had arrived when the Russian Government should not be confined to Bolsheviks, and urged the representation of other parties in the Administration- \ Trotzky, severely criticising this, obtained an adjournment. It is generally believed that several non-Bolsheviks, including M. Paul Kokovtsoff, a former Prime Minister and Minister for Finance under the Tsar, have been asked to join the Government.
