NAVAL VOTE BLOCKED.
OBSTRUCTION IN SENATE. A. and N.Z- WASHINGTON. *Jay 16. No progress has been made by the Senate on the Naval Appropriation Bill, not a single provision as yet having been put to the vote. Mr. W, E. Borah (Republican) and Mr. W. H. King (Democrat) led the onslaught against the Bill, gaining several recruits for the opposition. Mr. Borah complimented British seamanship and tactics when fie pointed out that the United States Navy needed 20,000.m0re men than the British, despite Britain's far-flung possessions.
