JAPAN MAY 'DROP OUT. Australian and N.Z. Cable Association, (Reed- 11.30 p.m.) TOKIO April 11. Representative Japanese declare that if Britain and the United States embark upon a naval race, Japan must be obliged to drop out, because* of financial considerations.
