S. Morris, arising out of his negotiations with Mr. Shidehara, or leave the entire question to the administration of the new President. Some officials are sceptical as to the possibility of obtaining approval of the proposed Treaty from the present Senate, on account of the brief time left, the present Congress expiring on March 4.
