The Washington correspondent of the New York Times states that he has reason to believe that the State Department and Mr. Wilson axe considering whether to proceed toward a settlement with Japan by adopting the recommendations of Mr. R. S. Morris, arising out of his negotiations with Mr. Shidehara, or leave the entire question to the administration of the new President. Some officials are sceptical as to the possibility of obtaining approval of the proposed Treaty from the present Senate, on account of the brief time left, the present Congress expiring on March 4.
