CRIME AND DISEASE.
Sir,—Will you allow me very briefly to reply to Mr. F, G. Ewington on " Crime and Disoaea?" It might be a sufficient answer to say it is now some years since Mr. Ewington sat upon the Prisons' Board. My statement that " the board is largely by the personality of a the chairman," does not bear the construc- 1 tion, "he •enjoys his own sweet will with- I out let or hindrance." Two-thirds of my § letter had reference to one class of off en- 1 <Jers> only, of whom it is perfectly true to 1 say there is an " increasing unwillingness" 1 on the part of the board to grant release, i Need I go into details?
