MR. WILSON AND CONGRESS.
HIS FINAL PROGRAMME. AUTONOMY FOR PHILIPPINES. LOAN TO ARMENIA. By Telesxaph— Association — (Received 10.30 ji.m.) A. and N.Z. WASHINGTON. Dec. 7. Mr. Wilson's final regular message to Congress was read by the clerks, the President having yielded to- "his physicians' plea not to appear personally. Mr. Wilson said there -were two -ways in which the United States could lead in establishing the doctrine of right makes might throughout the world. Firstly, by offering an example within its own borders of the will and power of democracy to. make and enforce laws that were unquestionably just and equal in administration ; and, secondly, by standing for right and justice towards individual nations. The President did not mention the Versailles Treaty or the League of Nations. His programme for the present session of Congress includes tne granting of independence to the Philippines, a Government loan to Armenia, revision of the tax law, and aid for disabled soldiers and sailors. The President declared that the Old World just now was suffering from the wanton rejection of the principle of democracy and the substitution of the principle of autocracy. Mr. Wilson suggested that the expenditure of the proposed loan to Armenia should be under the supervision of a commission in order not to tempt revolutionary tendencies within Armenia.
