CONSTITUTION FOR CHINA.
THE PEKING PROGRAMME. Australian and N.Z. Cable Association. (Reed. 7.30 p.m.) NEW YORK. Nov. 6. The Peking correspondent of the New York Times interviewed the Prime Minister of China, who stated that, after a Parliament had been e'ected a constitution would be drafted for all China. The civil and military administrations would be separated, the reduction of the armies continued, and finances reorganised. A foreign loan would not- be accepted if its conditions infringed upon China's sovereignty or invoked political considerations.
