Order will be firmly enforced f and the economic development of the country actively promotedMeasures will be adopted to" reconstruct the Jewish national home. Roads, railways, harbours, and electric power will be provided, waste lands will bo reclaimed, forests planted, malaria' extirpated, industries in the towns and village* encouraged, and immigration developed.
