FREEDOM FOR ALL CREEDS. ReuteT. LONDON, June 13. Mr. Herbert Samuel has been appointed a Knight of the Grand Cross of • the British Empire on his appointment as High Commissioner of Palestine, Sir Herbert, in a statement of policy, says that complete religious liberty will bo maintained in Palestine. The sacred places will remain under the control of the adherents of tho respective religions, and a civil administration of the country will be immediately established, the higher ranks consisting of British officers, the other ranks being open to the local population irrespective of creed. Order will be firmly enforced f and the economic development of the country actively promotedMeasures will be adopted to" reconstruct the Jewish national home. Roads, railways, harbours, and electric power will be provided, waste lands will bo reclaimed, forests planted, malaria' extirpated, industries in the towns and village* encouraged, and immigration developed.
