REPORT ON AMRITSAR RIOT. By Telegraph-Proas Association-Copyright, (Received 7,30 p.m.) A. and N.Z. SIMLA, May 26. The report of the committeo' which inquired into the Punjab rebellion has been published. Publication was withheld* till now owing to the tension existing • over the Turkish peace terms. The document contains majority and minority reports. The former states that General R. K H.' Dyer committed a grave error in ordering the troops to firo into the crowd at Amritsar. This was practically the only serious censure in the majority report, which is signed by the European members of the committee. The minority report, which is signed by the three Indian members, condemns martial law as a system of terror inflicted on the people. The majority report justifies martial law, though there wag no evidence of organised conspiracy to overthrow British Government. The majority members of the committeo consider that General Dyer honestly believed he was doing right in difficult circumstances.
