In the Chamber of Deputies, Signor Nitti, the Prime Minister, declared that Europe could only regain her equilibrium i by putting Germany and Russia on their feet again. He urged sympathy and clemI ency for the vanquished. I'ndouutedly the vanquished must bear the material consequences of the -war, but they should be permitted to discharge their obligation..' through progress and not through lmgoyI erighment.
