Sir "William Fraser, Minister for Public Works, has been appointed to the Legislative Council. He will retain his portfolio as Minister for some weeks. Sir William Fraser was born in India in 1840, and is the son of Captain Hugh Fraser of the sth Madras Cavalry. He arrived in Wellington in 1858, and proceeded to Otago, where he engaged in farming. He entered Parliament as member for Wakatipu in 1893, and had repre- ' sented that electorate ever since. In July, 1912 he took office in the Ministry formed by the Right Hon.'" W. F. Massey, as Minister for Public Works, Mines, and Industries and Commerce. He held the portfolio for Public Works in the National Government, which wa s formed in July, 1915. Sir William Fraser did not again stand for Parliament in the last election. MINISTER'S MOVEMENTS. «a» The Hon. W. H.
