DISTINCTIVE DECORATION. LONDON, Nov. 18. Mr. Winston Churchill, Minister for War, states that the Government contemplates permitting soldiers and sailors who have been mentioned in despatches to wear a small oak lea.f on the ribbon of the Victory medal. Between 70,000 and 80,000 will enjoy the privilege.
