OPERATION OF REFORM ACT. PROCLAMATION SHORTLY. PRIME MINISTER'S STATEMENT A statement of the Government's intentions regarding the Legislative Council Act, which provides for constitution of the Toper House by election instead •-{ nomination, 'was made yesterday by the Prime Minister. Legislation passed in 1918 postponed , the operation of the Act nntil a year after the issne of a proclamation by the Governor-General. Mr. Massey said it "was the intention of the Government to issne this proclamation at. an early date. _ The Act would then automatically come into operation, and the first election of members of the. Council would be held at the next general elections. Mr. Massey added that when the original " Bill was passed in the House of Representatives he gave an undertaking that before it came into operation Parliament would be given an opportunity to review the measure. That promise would be fulfilled, and the legislation now on the Statute Book would be submitted to the new Parliament.
