It has been learned from official Lettish sources that the Baltic States are considering the possibility of peace with the Bolsheviks, and are in close touch with the Allied representatives. Baltic statesmen have gone to Reval, where it is understood that a Baltic alliance is being discussed in conjunction with the Finnish representatives, GERMANY'S BALTIC TROOPS. FOCH TO TAKE ACTION. The Supreme Council has instructed Marshal Foch to act vigorously towards Germany regarding the questions arising out of the presence of German, troops in the Baltic States. PLIGHT OF LITHUANIA. BETWEEN TWO FOES. Router. LONDON, Sept. 16. M. Czepinski, President of the Lithuanian delegation to London, said that the Lithuanians greatly desired peace, as they suffered from the troops professing allegiance to Admiral Koltchak on the one side and the Poles on the other. This, combined with lack of assistance from the Allies, rendered Lithuanian operations against the Bolsheviks impossible. Admiral Koltchak 's army was largely composed of German officers and soldiers, led by the Baltic barons. They enlisted Russian war prisoners, and openly stated that they desire ultimately the union of Germany, Russia, and Japan. A Polish communique states that the Poles occupied Boysow, 54 miles north-east of Minsk. The Bolsheviks have been heavily reinforced on the Lithuanian front.
