RESTRICTION OF EXPORTS. "BLACK LIST" PREPARED. PARIS, April 7. Tho Economics Commission has established a black list of goods which Germany will nct*be permitted to export. The list includes coal, paper, wood pulp, timber, dve stuffs, products of iron and steel, sugar, window glass, machine tools, machinery, and electric machines. The Allied Board will control these materials, buying amounts not exceeding two-, thirds of the output, and permitting restricted neutral purchases. The economic Motions of the Peace Treaty provide close control of Germ&ny's exports for some years, with a view to strengthening Allied trade. It also contains clauses giving Allied shipoin" the same rights in German ports as German shipping.
