TROUBLE OVER CORRUPTION. Times. OMSK, April 20. Gross official corruption hampers Admiral Koltchak's struggles to establish sound Government in Siberia. The taint of Bolshevism affects the highest to the lowest. The Minister of Supplies is charged with frauds estimated at £6,000,000. The abuses are provoking the deepest discontent. The people are deprived o? bare necessities, and the CosBacks threaten reprisals.
