JAPANESE PENETRATION.
SETTLEMENTS IN MEXICO. A. and N.Z. SAN FRANCISCO, Mar. 31. Senator Phelan urged that the T'nited States should represent to Japan the undesirability of Japanese rstablishing settlements in Mexico. It. is reported that the Mexican Government has granted a large area of Southern California to a Japanese company.
