The President told members of Congress at a discussion on the League of Nations that he hoped the constitution of the League would be adopted without radical changes. The constitution did not necessitate the abandonment of the Monroe Doctrine, which would be extended to the whole world.

The United States must be prepared to take part in the policing of Armenia. When the United States joined the league some of the country's attributes of sovereignty would be surrendered. It would be the same for the other members of the league. ;]
