PROCEDURE OF COMMONS.
DEALING WITH FINANCE. A. and N.Z. LONDON. Feb. 23. In the House of Commons, the Attorney - General, Sir Gordon Hewart, moved consideration of the Government's new rules of procedure, by which all Bills are to be referred to standing committees, except four, Finance, Consolidated Fund, Appropriation and small noncontent ious Bills. The estimates would be referred to standing committees, hut votes determining the number of men in the navy, army, and air force would be dealt with by he Committee of Supply.
Sir D. Maclean. Glasgow, declared that the Government's proposals meant handing over financial matters to standing committees at a time when all ideas of value were lost, and the national credit pledged for a generation ahead. Mr. Bonar Law defended the proposals, which were specially necessary owing to the heavy business this session. The proposals applied only for one year, and could be revised if necessary.
