The German press declares that Dr. Maiinoff approached the allied Governments before the offensive began, and also that Bulgaria's relations with her allies has been changing since Dr. Maiinoff formed his Government. The supposition is spreading that Austria is acting behind Dr. Malinoff's offer. Resentment against German domination has been apparent in Bulgaria for some time. In a leading article published on July 17, the semi-official newspaper Radical, wtrich is known to reflect the view of M. Maiinoff, said: "In the Quadruple Alliance Germany is the sole arbiter; she does whatever seems to serve her own ends. Even the disputes between Bulgaria and Turkey must be submitted to her for settlement without appeal from her decision. All th» booty taken in Rouraania, including railway cars and locomotives, she has appropriated to herself. She alone decides whether anything shall be allotted to hep allies. To Austria-Hungary alone has she designed to grant a share in the civil administration of Roumania Northern Dobrudja, though nominally placed under a condominium, is administered by Germany alone, although the greatest sacrifices which were made for its conquest were borne by Bulgaria. And now Germany, as sovereign arbiter, proposes to grant a Snare of the condominium of Dobrudja to Turkey notwithstanding that Turkey has already been largely rewarded in the Camwras. Herr von Kuhlmann was even ill-inspired enough to declare that our agreement of 1915 with Turkey— accordance with which we joined in the war— too hastily concluded. The methods of the Quadrupla Alliance are tha exact opposite of those practised by the Entente, Among our enemies there is not a single and absolute arbiter, but they are members all enjoying equal rights.
