BULGARIANS ALARMED.
FOREIGN POLICY CHANGES. UNEASINESS IN GERMANY. A. and N.Z. LONDON, Sept. 26. A state of siege has been proclaimed at Sofia. Ministers are sitting continuously. It is rumoured that Prince Boris is to be appointed regent, and it is also reported that a change in the foreign policy is imminent. The German Government is uneasy regarding the prospective changes. It is reported that King Ferdinand is asking General Mackensen to assume command of the Bulgarian armies.
